The overall objective of the project is as follows:
Sustainable agricultural growth promoted to increase incomes, employment and food and nutrition security in Malawi in the context of a changing climate.
The purpose of this contract is as follows:
To provide regular up to date and reliable account and analysis of the progress in implementation of the KULIMA and AFIKEPO Programs.
Results to be achieved
- A well-functioning system of monitoring and evaluation is established for the KULIMA and AFIKEPO Programs capable of collecting accurate data for indicators and producing relevant reports;
- Timely and reliable monitoring and evaluation reports provided to contribute to organisational learning and promote accountability.
The main focus of monitoring and evaluation services are on the two complementary programmes of KULIMA Sustainable Agriculture and AFIKEPO Nutrition program with combined resources of about €175 million.KULIMA stands for Kutukula Ulimi m’Malawi meaning, in the main local language, Chichewa, “promoting farming in Malawi”. The Program, budgeted at €100 million, aims to contribute to increased growth and an expanded commercial agriculture base while also tackling the long term aspects related to improved food and nutrition security. It has three main components: (1) increase in agricultural productivity and diversification through mainly upscaling climate-smart agriculture technologies; (2) agriculture value chain and business development; (3) support to improved governance in the agriculture sector. Activities related to component 1 will be mainly implemented through FAO, NGOs, GiZ, CGIAR centres and the national extension and research systems operating under a Multi-Annual Programme estimate. Activities related to component 2 will be mainly implemented by GiZ and EIB. Activities related to component 3 will be implemented through a service contract.
Component 1 of the KULIMA and AFIKEPO Nutrition Programs will be implemented mainly in the following ten districts: Chitipa, Karonga, Mzimba, Nkhata Bay (Northern region); Nkhotakota, Kasungu, Salima (Central region); Chiradzulu, Thyolo, and Mulanje (Southern Region). However, components 2 and 3 of KULIMA and component 3 of AFIKEPO will be implemented at the national level.
The target group for the services, in terms of using its deliverables, are the government institutions, and call for proposal grantees and donor partners involved in the management and implementation of the KULIMA and AFIKEPO Programs.
