The objective of the project is to prepare a second phase of the Rural Economic Development Programme which will be focussed at improved livelihood and income opportunities of the rural population in Papua New Guinea.
This assignment requires the experts to consult all the main stakeholders in the sector and carry out a comprehensive assessment of the challenges and opportunities for rural economic development at the district level. It is believed that by providing development funding directly at the lower levels of government and private sector is likely to have a direct impact on the livelihood of the rural population.
The programme is built on the lessons learnt from the 9th EDF financed projects aimed at building internal capacity in Districts, LLGs and non-state actors (NSA). Both these programmes are expected to reinforce capacities of stakeholders at local level and provide the basis for the implementation of the Rural Economic Development programme.
It must be made sure that the RED programme is aligned with the national strategic documents such as the Vision 2050, the Development Strategic Plan 2010-2030, the Mid Term Development Plan, the Climate Compatible Development Strategy and the national sectoral plans.
The following results are envisaged from the assignment:
- a comprehensive concept for implementation in the second phase of the Rural Economic Development Programme, including the support to District administrations to achieve an improved enabling environment for economic activities in rural areas where options for the involvement of the private sector are presented;
- a draft Programme Identification Fiche for the second phase of the Rural Economic Development Programme
- a draft Action Fiche for the Rural Economic Development programme and all other related documents for the European Commission’s Decision.
- The draft TOR and tender dossier for the Technical Assistance to the Rural Economic Development and support the beneficiaries for tender and contractual documents for the RED phase II (when applicable).
